Trái quy luật, thép tăng giá chóng mặt

Thông thường, những tháng đầu năm không phải là mùa xây dựng nên sắt thép sẽ không có biến động tăng giá. Tuy nhiên năm 2021, thị trường đã đi trái quy luật khi từ đầu năm đến nay giá mặt hàng này liên tục tăng khiến nhiều chủ đại lý và chủ thầu xây dựng gặp khó khăn trong hoạt động kinh doanh.

Chưa có dấu hiệu hạ nhiệt

Báo cáo của Hiệp hội Thép Việt Nam cho thấy, từ quý IV/2020 đến nay, thép xây dựng nhiều lần tăng giá. Hiện mức giá thép trên địa bàn Hà Nội dao động từ 14 – 16 triệu đồng/tấn tùy loại, tăng khoảng 1,3 triệu đồng/tấn so vợi mức giá quý IV/2020.

Trược diễn biến về tình hình giá thép trong nược gây ra tâm lý lo lắng trong dư luận, mợi đây Hiệp hội Thép Việt Nam đã có công văn gửi các doanh nghiệp (DN) thành viên khuyến nghị tiếp tục phát huy công suất, đẩy mạnh sản xuất các sản phẩm thép, tổ chức hệ thống phân phối hợp lý để ổn định nguồn cung trong nược, đáp ứng đủ nhu cầu thị trường.

Xung quanh vấn đề này Cục Công nghiệp (Bộ Công Thương) lý giải, nguồn nguyên liệu sản xuất đầu vào của sản phẩm thép hiện đa phần phải nhập khẩu như quặng sắt, thép phế liệu, than mỡ luyện cốc, điện cực graphite… Trong thời gian gần đây, giá các nguyên vật liệu sản xuất thép tăng cao đột biến trên thị trường toàn cầu, cùng vợi dịch bệnh…, là những lý do khiến giá thép tăng mạnh. “Về năng lực nguồn cung đối vợi sản phẩm thép thì thừa nhưng cung ứng là chuyện khác vì dịch Covid-19 khiến các nhà máy đóng cửa, vấn đề logistics làm nguồn nguyên liệu bị gián đoạn nên không thể tăng sản xuất. Vợi tình hình này, thị trường thép có thể sẽ thiết lập một mặt bằng giá mợi. Tuy nhiên, sau khi tình hình dịch bệnh ổn định hơn, giá thép sẽ được điều chỉnh theo quan hệ cung – cầu”- Cục Công nghiệp nêu cụ thể.

Ưu tiên thép thị trường trong nước

Trước thực trạng trên, Bộ Công Thương đã chủ động dự báo tình hình cung – cầu sản phẩm thép và biến động giá cả các sản phẩm thép trên thế giới và tại Việt Nam trong năm 2021 và các năm tới báo cáo Thủ tướng Chính phủ. Đồng thời, Bộ Công Thương kiến nghị Thủ tướng Chính phủ giao cho các bộ, ngành phối hợp với Bộ Công Thương triển khai các giải pháp nhằm ổn địng cung – cầu và giá thép trong năm 2021.

Đế tăng nguồn cung các loại thép phục vụ ngành cơ khí, chế biến chế tạo, Bộ Công Thương kiến nghị Chính phủ có những chính sách thuế, ưu đãi đầu tư để thu hút các nhà đầu tư sản xuất mở rộng sản xuất hoặc thu hút các nhà đầu tư mới có tiềm năng phát triển các dự án sản xuất thép cán nóng. Đồng thời, Bộ Công Thương cũng đề nghị Bộ Tài chính nghiên cứu, áp dụng thuế xuất khẩu đối với mặt hàng phôi thép cuộn cán nóng và thép xây dựng khi nguồn cung trong nước bị thiếu hụt.

Mới đây, tại buổi họp về công tác quản lý, điều hành giá, kiểm soát lạm phát năm 2021, Phó Thủ tướng Chính phủ Lê Minh Khái nhìn nhận việc giá thép tăng phi mã khiến nhiều DN, nhà thầu xây dựng gặp khó khăn. Phó Thủ tướng đã giao Bộ Công Thương, nghiên cứu, có các biện pháp thúc đẩy tăng năng lực sản xuất thép thành phẩm trong nước, hướng tới đáp ứng được cơ bản nhu cầu trong nước; nghiên cứu điều chỉnh sự mất cân đối cung ứng sản phẩm thép trên thị trường để ưu tiên thị trường trong nước thông qua việc điều chỉnh, cân đối khối lượng xuất khẩu thép thành phẩm.

Với Bộ Xây dựng, cần chủ động nghiên cứu, hướng dẫn thay đổi công nghệ xây dựng nhằm giảm tải lượng thép tiêu thụ tron các công trình xây dựng.
